Abstract

The article is devoted to the study of the conceptual principles of public management of the land market in the context of sustainable development of territorial communities and the deepening of theoretical approaches to the formation of an effective system of land management. The relevance of the study is due to the strategic importance of land as the main natural, economic and spatial resource for the development of communities, the transformation of land relations in the process of decentralization, the need to ensure the transparent functioning of the land market and increase the effectiveness of local government bodies. Particular attention is paid to the role of public administration in the formation of a balanced model of land resource use, combining economic, social and environmental interests of territorial development. The article systematizes scientific approaches to the interpretation of the concepts of “public management”, “land”, “land resources of a territorial community” and “land relations”, and reveals their relationship in the modern system of land potential management. The structure of the land market is analyzed according to the main classification features, the place of land resources in the system of spatial development of territorial communities is determined, and the key elements of the land relations management system are characterized. It is substantiated that the effectiveness of the functioning of this system is determined by the coordinated interaction of subjects and objects of management, information, organizational, legal and economic relations, as well as the ability of local governments to implement the principles of sustainable development, strategic planning and open governance. It is proved that land is not only an object of communal property and a source of filling local budgets, but also a strategic factor of investment attractiveness, economic sustainability, environmental safety and improving the quality of life of the population. The conclusion is formulated that the conceptualization of the system of public management of the land market at the level of territorial communities creates the prerequisites for ensuring rational, safe, socially fair and economically efficient use of land resources, and also contributes to strengthening the institutional capacity of communities in the conditions of modern transformation processes.
