STATE INFORMATION POLICY IN ENSURING CROSS-BORDER COOPERATION: A STRATEGIC DIMENSION FOR SUSTAINABLE DEVELOPMENT OF TERRITORIES

The article presents the results of a study on the importance of state information policy in ensuring cross-border cooperation as a factor of sustainable territorial development in Ukraine. The research is based on the assumption that under conditions of governance digitalization and growing security challenges, the information support of public policy acquires strategic significance for interstate and interregional interaction. Particular attention is paid to the essence of state information policy as a system of mechanisms, methods, principles, and actors of public administration aimed at creating an open information environment and strengthening trust among participants in cross-border processes. The main directions of information support for cross-border cooperation are identified, including the digitalization of administrative procedures, development of shared information resources, support for open data, coordination of strategic communications, and counteraction to disinformation. The importance of interinstitutional interaction between public authorities, local self-government bodies, civil society, and international partners in shaping the information space of cross-border cooperation is emphasized. The impact of digital communication on increasing regional investment attractiveness, intensifying participation in cross-border cooperation, and improving coordination of joint programs and projects is systematized. The necessity of further developing directions for improving the public management mechanism of regional development of communities and regions of Ukraine through interaction and partnership with the Association of European Border Regions is substantiated. The study of the Association of European Border Regions’ practices supports the feasibility of incorporating its principles of information support into state information policy. Approaches to improving state information policy in the context of sustainable development strategy, territorial institutional capacity, and enhanced socio-economic integration are proposed. It is concluded that the development of state information policy in the field of cross-border cooperation requires comprehensive regulatory, organizational, and technological support.
