Abstract

The article examines corruption as a global problem that has become one of the key threats to national security and democratic development in Ukraine. It analyzes the social and economic consequences of high levels of corruption, including the slowdown of European and Euro-Atlantic integration, the hindrance of economic growth, and the decline in investment attractiveness. The causes of the spread of corrupt practices in public authorities are identified, among which is society’s tolerance toward corrupt payments. The need to find effective mechanisms for continuous influence to minimize corruption in the long term under changing conditions is substantiated. It is emphasized that civil service reform involves creating a professional, politically neutral, and authoritative system based on the merits of civil servants. This requires special commissions to form a personnel reserve, as well as the introduction of a system for evaluating work results and certification, which will serve as a basis for career advancement. The civil service reform strategy includes measures to prevent corruption, such as periodic staff rotation and special checks of candidates for responsible positions. The authors conclude that to increase transparency and openness, as well as the effectiveness of public control under changing conditions, the government must ensure the real implementation of legal norms, create effective mechanisms of control, and prevent violations in the civil service. An important factor in combating corruption is the moral development of civil servants, which requires not only political reforms but also profound changes in public consciousness. Ukraine has all the prerequisites to overcome corruption, but success depends on a comprehensive approach combining legal, institutional, and cultural changes.
