ADAPTATION OF INTERNATIONAL STANDARDS IN PUBLIC GOVERNANCE OF UKRAINE’S SEAPORTS

Abstract

The article examines the process of adapting international standards in the public administration of Ukraine’s seaports in the context of deepening European integration and modernizing the national transport and logistics system. The strategic importance of implementing the norms and recommendations of the International Maritime Organization, the European Commission, and the Organisation for Economic Co-operation and Development is substantiated as a means to enhance the efficiency, transparency, and resilience of port governance. Emphasis is placed on the fact that the reform of the sector should be carried out in accordance with the principles of good governance and new public management, which define modern approaches to public administration in infrastructural sectors.The current state of Ukraine’s port management system is analyzed, and key problems are identified, including institutional fragmentation, limited autonomy of port administrations, a low level of digitalization of management processes, and insufficient implementation of environmental standards and sustainable development principles. It is determined that the existing management model requires profound transformation, taking into account European practices and the requirements of the European Green Deal. The article proposes strategic directions for improving public administration in the maritime port sector, including the gradual implementation of the landlord port model, the development of integrated digital systems such as Port Community System, the creation of a unified national data center for the port industry, and the strengthening of environmental monitoring and emissions management in line with EU environmental directives. Particular attention is given to the formation of a new management culture that involves professional development and training of managerial personnel through international educational programs and professional port management standards. It is proved that the adaptation of international standards in the field of public administration of seaports is not only a technical but also an institutional process that contributes to increasing the efficiency of the public sector, fostering public-private partnerships, attracting investments, and integrating Ukrainian ports into the European managerial and logistical space.
