DIGITALIZATION OF PUBLIC ADMINISTRATION IN CONDITIONS OF MARTIAL LAW AND POST-WAR RECONSTRUCTION

The article examines the digitalization of public administration in Ukraine under martial law and post-war reconstruction, emphasizing its critical role in ensuring the continuity of the state and creating a foundation for sustainable development. It is determined that the use of digital solutions is not just a modern trend, but a vital necessity for adapting to new realities, minimizing the negative consequences of war, and accelerating the country’s recovery. An analysis of literary sources confirms the key role of digital technologies in supporting state institutions during war, as indicated by the success of such Ukrainian solutions as the mobile application “Diya”. “Diya” has become a symbol of the stability and adaptability of the state apparatus, ensuring the availability of vital services for citizens even in emergency conditions. The research also emphasizes the potential of digitalization in post-war reconstruction as a tool for transparent coordination of reconstruction projects, which will contribute to attracting investment and efficient use of resources. It is emphasized that digital transformation is a catalyst for economic growth, improving the quality of public services, and creating new opportunities for development. At the same time, the article identifies a number of challenges that accompany the digitalization process. Among them: the need to strengthen cybersecurity due to constant threats, restore and develop physical infrastructure in the affected regions, overcome the digital divide and increase the digital literacy of the population. Special attention is paid to the issues of adapting the regulatory framework, overcoming institutional resistance to change and ensuring the interoperability of systems. The applied research methods include monographic, graphic, analysis and synthesis, as well as systematization, which allowed for a comprehensive assessment of problems and prospects. The results of the study confirm that intensive digitalization allowed Ukraine to demonstrate amazing resilience and adaptability during the war, ensuring the continuity of critical services and the preservation of state registers thanks to cloud technologies. It is shown that digitalization is not just a convenience, but a strategic asset in crisis conditions. The prospects for further digitalization of public administration are considered as a key tool for ensuring transparency and efficiency in the use of international aid and investments, modernizing public services, and accelerating Ukraine’s integration into the European Union.
