CONCEPTUAL BASES OF STATE INFORMATION POLICY IN THE DEOCCUPIED TERRITORIES

Abstract

The article is devoted to the justification of the concept of state information policy, which should be developed and implemented in the territories of Ukraine liberated from russian occupation. The study took into account the conclusions of domestic and foreign sociologists, political scientists, and other scientists regarding the growing influence of information on individual and public consciousness, the risks of the information society, information control, and information confrontation between warring parties. It is noted that under conditions of occupation, the occupying authorities block all channels of information from the governing bodies of the occupied state, independent media, and individuals, creating information isolation in order to create a sense of inevitable defeat and hopelessness. Accordingly, state information policy, which refers to the specific activities of the state aimed at obtaining, using, distributing and storing information in order to ensure constructive public dialogue, should be aimed at countering the information influence of the enemy, which is taking on the character of information warfare. The article considers information warfare as a policy of gaining informational advantage over the enemy in peacetime or wartime by controlling his information space, using information technologies to influence the population, and protecting one’s own country from such influence in order to achieve political, economic, or military goals. The authorities’ efforts should be focused primarily on destroying russian propaganda myths in the liberated territories, whose population has felt the negative consequences of the occupation. In these territories of Ukraine, the most important political task is to restore state sovereignty, and information policy should be aimed at establishing mutual understanding among the population that has experienced conflicts, ensuring social cohesion, and countering information attacks that will not stop from the enemy. Cultural, economic, and social directions of reintegration of the liberated territories of Ukraine are reflected in the proposed concept of state information policy.
