Abstract

The article attempts to systematize the main components of effective leadership in the public sphere and to review them. It is established that leadership in the public sphere is based on vision and strategic thinking, which ensure the formulation of ambitious but realistic goals, creating mechanisms for their achievement. Leaders who integrate these approaches contribute to the development of society, increase the efficiency of management and strengthen citizens’ trust in government through transparency and innovation. It is noted that an important component of successful leadership is communication skills, which ensure dialogue between government and the public, motivate active participation in the implementation of initiatives and increase the level of trust. In a dynamic information environment, flexibility and the ability to respond to challenges become key to success. For their part, ethics and accountability are the basis of effective management, but their implementation faces challenges such as bureaucratic obstacles and corruption risks. It is found that the competence and professionalism of leaders are key to the implementation of strategic goals and sustainable development. Investments in education and training of managers form effective teams that are able to adapt to modern challenges. Social responsibility and community orientation ensure trust, stability and sustainable development of society. Leaders who focus on partnership and cooperation receive wider opportunities to implement initiatives and maintain a balance of interests of all parties. Flexibility and crisis management allow you to effectively respond to challenges and turn threats into opportunities for development. Motivation and team development are important aspects of leadership that create conditions for the growth of professional competence, strengthening communication and support. The concept of distributed leadership assumes the responsibility of managers at different levels for the effectiveness of the management system. The number of leaders in an organization depends on its scale and structure, ensuring collective responsibility and involvement.
