CLASSIFICATION OF LIFE-CRITICAL SERVICES IN THE TERRITORIAL COMMUNITY IN TERMS OF DETERMINING MEASURES TO INCREASE THE RESILIENCE OF SERVICE PROVIDERS

Abstract

The article considers the problem of classifying vital services in territorial communities of Ukraine, which is a critically important task in the context of the country’s post-war reconstruction. Particular attention is paid to the development of conceptual foundations for the formation of a unified methodology for planning measures to increase the resilience of providers of such services. The authors emphasize the importance of vital services as the basis for ensuring the continuity of the functioning of communities, their social stability and economic development in conditions of crisis situations and global challenges. The regulatory framework regulating the provision of vital services in Ukraine, including laws, government resolutions, and international standards, is analyzed. Two main approaches to the classification of services are identified: the first is based on ensuring the fundamental rights of citizens, the second is on identifying critical infrastructure. It is established that these approaches differ significantly in their content, which complicates the formation of a unified architecture of planning documents. The author’s classification of vital services is proposed, which is based on their division into three main groups: state, local government services and specialized. The specifics of the functioning of territorial communities are taken into account, as well as the need to ensure the sustainability of service providers in the context of their dependence on local conditions and risks. Special emphasis is placed on identifying critical bottlenecks in the service provision system, assessing typical risks and determining mechanisms for their minimization. The authors substantiate that the main object of planning should be providers of vital services, and not individual services. This allows ensuring the adaptability and sustainability of the management system in communities, taking into account the specific needs of the population and available resources. It was found that shifting the emphasis to providers contributes to increasing the effectiveness of strategic planning, ensuring the resource base and forming the resilience of communities to crisis situations. The research materials form a scientific basis for improving the architecture of planning documents in the field of public administration. The proposed approaches contribute to the creation of universal mechanisms for increasing the resilience of territorial communities, in particular through the implementation of strategic planning, risk management, and resource provision tools.
