MONITORING OF SOCIO-ECONOMIC DEVELOPMENT OF TERRITORIAL COMMUNITIES: THEORETICAL AND METHODOLOGICAL ASPECTS

Abstract

This study focuses on the urgent issue of improving the monitoring system for the socio-economic development of territorial communities in the context of decentralization and the full-scale Russian aggression. The author argues that monitoring should be viewed not only as a tool for collecting and analyzing information, but also as an integral part of the management decision-making support system at the national (regional) and local levels. The article analyzes the current state of research on the issue and identifies the diversity of approaches to defining the essence and content of monitoring. Based on the analysis of scientific literature, systemic and comparative analysis of the experience of different territories, as well as modeling possible development scenarios, the author proposes his own vision of monitoring as a comprehensive process aimed at identifying dynamic changes, potential risks and opportunities for the development of territorial communities. A three-level monitoring model is proposed, which includes the levels of strategic compliance, operational efficiency and effectiveness. The level of strategic compliance involves analyzing the compliance of development plans and programs with the general strategic goals of the organization. The level of operational efficiency is aimed at assessing the timeliness of project implementation and their individual components. The level of effectiveness involves using a system of indicators to assess the effectiveness of project implementation. The necessity of using a comprehensive set of indicators covering the economic, social, demographic and infrastructural aspects of community development is substantiated. Special attention is paid to the inclusive approach and the use of international standards, such as the Inclusive Development Index (IDI), to ensure comparability and assess progress at the global level. The article also considers the key aspects of monitoring, such as systematicity, complexity, focus on results, as well as requirements for monitoring indicators, in particular reliability, measurability, regularity, verifiability, accessibility, relevance and sensitivity. The research results can be used to develop effective monitoring systems at the level of individual communities and to form a nationwide monitoring system for territorial development. The article presents the conceptual foundations for building an effective monitoring system that allows for observation, diagnosis and forecasting of socio-economic development indicators of the community, ensuring its successful functioning in a dynamic and changing environment.
