THEORETICAL FOUNDATIONS OF PUBLIC MANAGEMENT OF SUSTAINABLE DEVELOPMENT AS THE BASIS OF HARMONIOUS SOCIO-ECONOMIC TRANSFORMATION

The presented research discusses the importance of the urgent transformation of the model of public-administrative relations in Ukraine today in order to ensure sustainable development in the future. The purpose of this article is to scientifically define the phenomenon of public management for sustainable development as an optimal approach to building management processes in a new economic and social model, optimizing and accelerating regenerative processes by obtaining additional resources based on the disclosure of intangible potential, which is still preserved in management approaches and the socio-social plane. The authors of the scientific study note that recently there has been a gradual change in the vector that forms the scientific discourse in defining the phenomenon of public management for sustainable development: from research into the influence of the management system on the dynamics of processes in the economic component as the basis of sustainable development, to the analysis of the basis of the effect of the sustainability of the management system and its impact on the social component as the basis for the capitalization of intangible resources that ensure socio-economic progress. The authors of the article argue that it is in the direction of research into the basis of the effect of the sustainability of the management system that there is still an underused resource and potential for ensuring stable dynamic development. It is emphasized that today the phenomenon of public management of sustainable growth forms a broad scientific discourse on the importance of taking into account the emotional and psychological capital that is formed in the social component, based on the values and goals of society. The presented article comprehensively reveals the theoretical foundations of defining the phenomenon of public management of sustainable development as a human-oriented concept, which allows, thanks to the involvement of process participants at all levels, to achieve optimal genesis between components and, as a result, to accelerate the disclosure of the emergence of the system based on the rapid identification and timely use of bifurcation points, which in turn reveals intangible potential and contributes to its commercialization.
