FEATURES OF THE IMPLEMENTATION OF ELECTRONIC SERVICES IN THE AGRO-FOOD SPHERE OF UKRAINE

Abstract

The article summarizes the theoretical foundations of the formation and further development of the use of digital registers to support farmers in Ukraine. The importance of electronic services in modern society, which ensure the availability, efficiency and transparency of services, especially important in remote or rural areas, is determined. Innovative services and electronic governance in the agricultural sector that contribute to the modernization of agriculture and the improvement of the provision of public services are considered. It is noted that the implemented automated system of the State Agrarian Register helps to ensure the transparency of the use of resources and support of the agrarian sector. The impact of electronic services on increasing the efficiency of administrative processes, simplifying the registration of land plots and receiving subsidies was analysed. It is noted that digitization of processes contributes to better access to land resources and reduces the administrative burden on farmers. An analysis of the role of electronic services in increasing the availability of support and their compliance with international standards, which increases the trust of international partners, was carried out. The problems that accompany the implementation of electronic services are considered, in particular, limited access to high-speed Internet in rural areas and a low level of computer literacy among some farmers. The need for further improvement of the State Agrarian Register and electronic services has been proven, emphasizing the importance of regular software updates, strengthening data security measures, and providing educational support to users. To overcome the challenges associated with the implementation and operation of electronic services, a comprehensive approach is needed, including political, financial and educational support, as well as the active involvement of farmers in the process of planning and implementation of digital initiatives.
