ENSURING FOOD SECURITY IN UKRAINE DURING THE CONDITIONS OF MARITAL STATE: INTERNATIONAL LEGAL ASPECT

The article provides a comprehensive analysis of the legislative provision of food security in Ukraine under martial law. A list of normative legal acts and international documents on state support for agriculture is given. The scientific literature on ensuring food security in Ukraine was analyzed. The expediency of applying such measures of state support, which meet the requirements of the law of the World Trade Organization and the European Union, is argued in the conditions of the declaration of martial law in Ukraine. Important aspects of improving legislation in the field of ensuring food security were considered, for which a detailed analysis of the norms of the Law of Ukraine «On State Support of Agriculture of Ukraine» was carried out. The definition of the term «food safety» and its essence are revealed. The key provisions of the legislation aimed at ensuring food security of Ukraine are highlighted. In addition, the article reveals the essence of the food security system in Ukraine in general. For this, key aspects of state support for agriculture are highlighted, gaps in the legislation are pointed out, and suggestions for their elimination are provided. The results of the study allow us to draw a conclusion about the expediency of developing an effective food security mechanism and harmonizing legislation in the sphere of implementation of the Law of Ukraine «On State Support of Agriculture of Ukraine» in the part of measures permitted by the law of the World Trade Organization. The article emphasizes that ensuring food security in Ukraine under martial law is possible if an effective mechanism of state support for Ukraine's agriculture is introduced. As a result of the study, it was established that the Law of Ukraine «On Agrarian Notes» should ensure the implementation of the Law of Ukraine «On State Support of Agriculture of Ukraine» through a system of subordinate legal acts.
