The article conceptualizes the mechanism for developing organizational resilience based on the characteristics of the learning organization, organizational learning, and knowledge management under conditions of turbulence. The relevance of the paper is determined by the need to strengthen organizations’ capacity not only to respond to external disruptions but also to learn from experience, revise established approaches, and develop new ways of operating. Theoretical approaches to understanding the learning organization, organizational learning, and knowledge management are systematized, with attention to the relationship between learning processes, knowledge, organizational capabilities, and resilience. The functional roles of the main components of the proposed mechanism are specified. The learning organization is considered as an environment that supports continuous learning, reflection, and openness to change; organizational learning transforms individual and collective experience into knowledge; knowledge management ensures the creation, dissemination, integration, and application of knowledge; the revision of existing ways of thinking facilitates changes in organizational understanding and action; the renewal and consolidation of practices contribute to adaptation and recovery capabilities. A cyclical model of resilience development is proposed, comprising the perception of changes and uncertainty, reflection on experience, creation and integration of knowledge, reconsideration of mental models, renewal of organizational practices, and consolidation of new practices and organizational capabilities. The paper’s contribution lies in integrating these components into a unified cyclical mechanism in which new experience generated through organizational responses becomes a basis for subsequent learning and adaptation. The proposed approach expands the understanding of organizational resilience from the ability to recover after disruptions to a dynamic capability to learn, adapt, renew, and develop under turbulent conditions. The practical significance lies in the potential application of the proposed approach to improving knowledge accumulation and dissemination, collective reflection on experience, organizational learning, and institutionalization of effective practices.
