Abstract

The article provides a comprehensive theoretical substantiation and analysis of the structure of the values-and-competence component of the professional development of management professionals under contemporary conditions. The author conceptualizes the notion of the values-and-competence component as an integrative formation that combines professional knowledge, skills, and experience with the internal system of ethical norms and personal convictions of a professional. It is demonstrated that within the structure of professional culture this component performs a regulatory function: while competences determine the instrumental dimension of activity («what to do and how to do it»), values shape its goal-oriented dimension («why and for what purpose?»). Special attention is paid to the transformation of the managerial paradigm under the influence of extreme uncertainty caused by the full-scale war, digitalization processes, and Ukraine’s European integration aspirations. The key elements of the values-and-competence profile of a contemporary management professional are identified, including adaptive leadership, ethical responsibility, patriotic consciousness, and digital literacy. The study elaborates on the interrelation between value orientations (empathy, integrity, flexibility) and their concrete manifestations in managerial practice, such as supporting employees’ mental health, crisis management, and cybersecurity. It is substantiated that in crisis situations a well-formed system of values functions as a «navigator» that reduces cognitive load and prevents professional deformation professional. The author argues that professionalism without an ethical foundation may become a destructive factor for an for an enterprise. Practical recommendations are proposed for improving lifelong learning (LLL) systems, particularly through the integration of ethical case studies into MBA programs, the development of soft skills, and the implementation of mentoring practices aimed at transmitting national values. It is concluded that the synthesis of competencies and moral-ethical values constitutes the foundation for the formation of a new managerial elite and for the effective post-war recovery of Ukraine.
