IMPACT OF STATE SUPPORT AND REGULATORY ENVIRONMENT ON INNOVATION ACTIVITIES IN UKRAINE

The article examines the impact of state support and the regulatory environment on innovation activity in Ukraine during the period 2020–2025. Based on an analysis of statistical data, legal frameworks, and international innovation policy practices, the main drivers and barriers influencing innovation development are identified. Major challenges include policy fragmentation, regulatory instability, inadequate funding, lack of coordination between academia, business, and government, and regional disparities. The study evaluates effects of war, brain drain, and digital transformation. It analyzes opportunities for adapting state support and deregulation models, drawing on EU, US, OECD, CEPR, IMF, and European Commission recommendations. The paper proposes ways to enhance legislative frameworks, institutional coordination, startup support, researcher return programs, and the development of a favorable innovation ecosystem at national and regional levels. The practical value lies in providing policy recommendations for effective innovation stimulation amid instability.
