THEORETICAL PRINCIPLES OF REGULATING THE INTERACTION OF BASIC INSTITUTIONS OF THE NATIONAL ECONOMY

The article examines the theoretical principles of regulating the basic institutions of the national economy, where property relations are predominant, depending on them the main socio-economic processes of the system are formed. The basic institutions are: property, state, power, law, business, trust and competition, since they have a significant impact on the formation of the institutional environment of the national economy: an important role is played by the political attitudes of the authorities, the legal consistency of the regulatory framework, the level of shadow economy, the variability of economic incentives for business structures, the degree of public legitimacy of the authorities, etc. These factors indirectly determine the effectiveness of the regulation of property relations, since they are an important component of the overall balance between different spheres of public life - social, political, economic, legal, and spiritual. State regulation, in turn, constitutes a system of measures taken by the state to direct the economic behavior of business entities in line with the implementation of the strategic goals of national economic policy. Special emphasis in this process is placed on the socialized model of economic development of Ukraine, which should ensure stable socio-economic conditions to increase the well-being of citizens. It is quite difficult to quantify the institutional state of a country, therefore, an analysis of the degrees of economic freedom that qualitatively characterize the institutional environment of Ukraine was carried out and a comparative analysis with the leading countries of the world was proposed. Understanding the content of the institutional environment in the previous period (pre-war), the factors influencing its formation (primarily ineffective ones), will allow us to take measures to change the state institutional regulation of the economy, especially during the post-war reconstruction of Ukraine.
